Part 3: Description of Venue

History:

The tranquil appearance of Tokyo only extends until the fall of the sun and the appearance of the denizens of the night. The same streets that hold merchants and reputable business during the daylight shopping hours turn horrifyingly dark when the eyes of the night open up onto the playing field again.

While Japan remains in unsettling rumors about the Shogun’s departure, so to does Tokyo face it’s own peril as Western-born Carthians as well as some Asian supporters take it as a cue to lead the nightlife of Japan into the Western ideology of Democracy as well, or at least the city of Tokyo, being fueled by the belief that if they could take down such a prominent city then it would only be a matter of time before the Carthian Dream spread.

Although small in number, the Lancea Sanctum are also suffering a sudden blow as Bishop Yuri Mayamoto disappeared following his attempts to quite a group of rioting Carthians, even though the Carthians refuse to take responsibility for such a move. They have also refused to take responsibility for the threats against the reigning Daimyo of Tokyo, stating that such an aggressive move is more feudalistic than democratic.

But aside from the political rumblings that are passing through Tokyo, so to is the Requiem itself being shaken as continued unapproved embracings pop up. Investigations into the matter have proved fruitless as none of the newly embraced remember anything of their abduction and release.

Theme:

A modern version of Imperial Japan. Western kindred are ever so slowly working their way inward to recreate the Western push felt in Japan following WWII.

Mood:

Gothic Imperialism. Dark version of Last Samurai, Shogun with a twist of Dark Shadows thrown in for delicious drama.

Part 4: Storytelling Mechanics

Character Creation Rules:

All characters will be created utilizing the WW MET, MET-R, Camarilla Addendum, US Camarilla Addendum and all approved supplements. A current copy of the character sheet (preferably in electronic format) must be submitted to the VST at least 48 hours before a character may enter play. No exclusions to demographics other than those emplaced through the approvals process exist with the exception of temporary caps on elect covenants and clans due to overpopulation. Clan and covenant populations will be attempted to not exceed 20% of the PC population (primaries & secondaries) with caps emplaced at 23%, by clan or covenant. Players may request a PC at over the cap by providing a 2 page (minimum) background and an explanation on how this character will improve the venue. Over the Cap PCs will be allowed at the discretion of the VST.

IC List Posts:

Posts to the IC list are open to all kindred unless otherwise specified. To specify a specific group or player, the subject line must follow this format:

(CLAN, COVENANT, COTERIE, PC name in all caps) Subject

EXAMPLE: {CARTHIANS} Prefect Calls Meeting of the Movement

If properly labeled, IC knowledge of those who are not among the contacted group/individuals must be documented as having been relayed by one who was addressed. Any character utilizing Auspex, or any other devices to ascertain such knowledge must do so PRIOR in a private email to the VST, who will provide the details of what the eavesdropping character may be able to collect.

Any player caught using knowledge IC that was gained OOC will result in actions taken according to the code of conduct for meta-gaming. Meta-gaming will not be tolerated in this venue.

NPCs & Plotkits:

Local NPCs & plotkits will be approved by the VST, or higher (depending upon approval level) 30 days prior to being put into play. VST still reserves final say on all plotkits brought into the venue.

Visiting Character Guidelines:

Since the venue is primarily an electronic game setting with periodic physical games occurring. Visiting players are requested to contact the VST 7 days prior to their visit to ensure either a physical game is being held during the time of their visit, or that they are included in IC List discussion during the time of their visit.

Proxy Rules:

All proxies must be received by the VST 7 days in advance of the date arriving. All proxied characters are under direct VST control. Another player may play the character (as though it were an NPC) during a physical game at the owning player’s request (approval). Play will still be under the direct supervision of the VST to insure it is played to the owning player’s specifications. Please make arrangements stating your characters desired actions, mode of play, and any RP guidelines at this time. Direct contact with the VST in advance to discuss the proxy and any special details is highly recommended.

Experience Award Guidelines:

Monthly cap is 10xp per month per the US Camarilla Addendum. Each month will be broken into two segments, with 5xp being assigned to each segment. Should a physical game be held during one of the two segments, 2xp will be handed out for game with 3xp being given to those that participate in downtime (or DT) interaction during the rest of the month segment that the physical game was held, thus allowing for the full 5xp to be earned. DT is considered anything physical, electronically or reported to the VST.
